Why These Changes Are Happening

National Reforms in Disability & Aged Care Transport

Australia is introducing national reforms across the NDIS, aged care and disability sectors to strengthen safety, compliance and service quality.

As part of these reforms, organisations providing services to participants must ensure workers have:

  • Appropriate background screening

  • Training relevant to working with vulnerable people

  • Proper registration and compliance

Because of this, drivers completing care-related transport will now require a NDIS Worker Screening Clearance.

*This requirement applies to all transport providers operating within these sectors, not just Black & White Cabs.

WHAT IS CARE TRANSPORT?

Black & White Cabs is launching a new service category called Care Transport.

This program will support transport services for:

  • NDIS participants

  • Aged care clients

  • Community care programs

  • Disability support organisations

  • Care agencies

Eligible customers and organisations will be able to open accounts with Black & White Cabs to manage transport services for their clients.

Trips will only be dispatched to drivers approved with the “Care Transport Condition” for the above service

How it will work?

After the rollout only drivers who Hold a valid NDIS Worker Screening Clearance and have succesfully completed the Care Transport training will receive the Care Transport condition in the dispatch system.

This means:

  • Care transport jobs will only be sent to approved drivers
  • Non-approved drivers will not receive these bookings

Black & White Cabs will also be unable to process payments or claims for Care Transport trips completed by drivers without the required approval.

WHAT DRIVERS NEED TO DO?

Requirements to Access Care Transport Work

Drivers who want to undertake Care Transport trips must complete two requirements.

1. Obtain an NDIS Worker Screening Clearance
  • Drivers must hold a valid NDIS Worker Screening Clearance. The screening ensures drivers meet the national safety standards required to work with vulnerable participants.
2. Complete the Care Transport Training

Drivers must also complete the Care Transport training moduleTraining will be:

  • Delivered online

  • Free of charge

  • Simple and quick to complete

Already Have an NDIS Worker Screening Clearance?

If you already hold a valid clearance, you may be fast-tracked.

Please follow these steps:

  1. Log into the NDIS Worker Screening Portal

  2. Ensure Black & White Cabs is listed as your organisation/employer

  3. Confirm your clearance is correctly linked

This ensures your status is recognised by the system.

Drivers who do not currently hold a NDIS Worker Screening Clearance are strongly encouraged to apply immediately.

Processing times may apply, and applying early ensures you are ready before the April 2026 rollout.

WHAT TO DO NEXT?

To prepare for the rollout:

  1. Apply for your NDIS Worker Screening Clearance
  2. Ensure your clearance is linked to Black & White Cabs
  3. Complete the Care Transport training module

Drivers who complete these steps will be eligible to receive Care Transport work once the dispatch system condition is activated.

Why now?

The required changes are due to reforms in the NDIS, Aged Care & Disability Sectors. We need to comply or we will lose access to this important work source.

Is it compulsory? What work is included?

While it is not compulsory, we strongly encourage drivers to make the effort. To start, drivers who do not complete the Workers Screening and complete the Black & White Cabs Care Transport training course will not have access to NDIS work. While it will start with NDIS, once the Care Transport product is in place and we have sufficient drivers registered, we will be more widely promoting this compliant transport service. There is currently a gap in the market for Care Transport Services.  

I already have a NDIS Workers Screening Clearance. What do I need to do?

You must log into the NDIS Worker Screening portal and update your Employers to include Black & White Cabs. 

How long do we have to do this?

We suggest that drivers move quickly to become compliant. We expect that the drivers condition to be eligible for Care Transport work will be made active from 19 May 2026 

Who gets the fee we pay for workers screening and why should we have to pay?

The amount is payable directly to NDIS for a 5-year registration. We believe the benefits for drivers having the Care Transport condition far outweigh the cost which over 5 years is roughly $0.10c per day (One job every 3 months more than covers this cost).

When will the training course be available to complete?

Black & White Cabs has now made the training course available. The course is online and free to complete. Drivers will receive individual login details via email. If you are unable to log in using the credentials provided, please complete the form for assistance.

When I complete my workers screening, who do I tell?

There is no need to advise us you have completed your Workers Screening. By linking Black & White Cabs in the application or through the portal (for those who already have Workers Screening), we are automatically notified of your status through the NDIS portal.

Why can’t I log in to the NDIS Commission Worker Orientation Module using my Black & White Cabs training details?

Some drivers may experience confusion during the Care Transport Training Course when asked to complete the NDIS Commission Worker Orientation Module. This module is hosted on a separate external platform and requires you to create a new account to access it. Your Black & White Cabs training login details will not work on the NDIS training website, so please ensure you register separately to complete this step.
